Putra Perdana Construction Sdn Bhd
Mr. Goh Ceah Chuang was promoted to Chief Executive Officer of Putra Perdana Construction Sdn Bhd (“PPC”), a wholly-owned subsidiary of Putrajaya Perdana Berhad ("PPB") on 14 March 2013. He was appointed to the Board of PPC on the same date. On 26 March 2013, he was appointed as a member of the Executive Committee ("EXCO") of PPB.
Mr. Goh holds a Bachelor of Science Degree in Civil Engineering from the University of Aberdeen, United Kingdom. He is a registered Professional Engineer with the Board of Engineers, Malaysia and is also a member of the Institute of Engineers, Malaysia.
Mr. Goh has more than 30 years of experience in the construction and construction related industries which include infrastructure and building projects. He started his career as site engineer in a leading international construction company before joining a public-listed company in the Main Market of Bursa Malaysia where he was responsible for the construction and manufacturing businesses. He also worked in several other construction and development companies at different time of his career.
Mr. Goh joined PPC as the Senior General Manager in 2007 and was later transferred to PPC's Abu Dhabi Branch Office in the United Arab Emirates as Head of Abu Dhabi Branch. He was subsequently promoted to Chief Operating Officer of PPC on 23 August 2010 before he assumes the current position.
Chief Executive Officer,
Putra Perdana Development Sdn Bhd
Encik Akmel Zurin Bin Haron was appointed as Chief Executive Officer and Director of Putra Perdana Development Sdn Bhd (PPD), a wholly-owned subsidiary of Putrajaya Perdana Berhad (PPB) in February 2015. He is also a member of PPB’s Executive Committee, the decision making authority for the Group.
Encik Akmel in his current position oversees the operations, new project development and financial growth for PPD. He also sits on the Board of subsidiaries of PPB.
Encik Akmel joined PPD in early 2015 and brings with him more than 30 years’ of experience in the property and construction sectors. He climbed the corporate ladder starting off his career with the Ministry of Defence as a Resident Engineer for 5 years from 1985 to 1990 where he picked up a deep sense of appreciation towards the values of discipline, commitment, exemplary work, safety and quality.
He did a short stint (8 months) at Sunway Property as Project Engineer for the development of Bandar Sunway in the year 1991 and subsequently moved to Island & Peninsular Berhad (I & P).
Encik Akmel served the company, Island and Peninsular Berhad (“I&P”) for 16 years. During his tenure with I&P Properties, Encik Akmel rose through the rank and file. From a Project Engineer, he went on to become Head of Operations and was made the acting Chief Operating Officer of I&P Properties in 2006 before he left to join Pelaburan Hartanah Berhad (PHB), a real estate investment holding company as Deputy General Manager.
Due to his strong business acumen, in-depth knowledge in the property development and deep insights of the construction industry, he was appointed as General Manager, Project Management of PHB in the year 2007. In his years working at PHB, he was involved in the project developments of high grade investment offices projects, commercial retail complexes and international accredited hospital projects. He was also responsible for all technical and engineering matters of subsidiaries and associated companies of PHB prior to joining PPD.
Encik Akmel Zurin holds a Masters of Science in Construction Project Management from University Teknologi MARA (UiTM), Shah Alam. He earned his Bachelor of Civil Engineering (Honours) in 1985 from University of Wollongong, Australia.
He is a member of the Project Management Institute (USA), a graduate member of the Board of Engineers Malaysia and the Institute of Engineers Malaysia.
Deputy Chief Executive Officer
Mr. Yong Khoon Seng is the Deputy Chief Executive Officer for Putra Perdana Construction Sdn Bhd (PPC).
He is a civil engineer registered with the Board of Engineers in Malaysia. He graduated in 1984 with Bachelor of Science (Hons) Degree and in 1985 with a Master of Science Degree in Structural Engineering from University of Louisiana, USA.
His vast job experience of almost 30 years covers site supervision, contract administration, project planning and implementation, and tendering of civil and infrastructure works.
He joined the Group in August 1997 as a Senior Project Manager, mainly handling the tendering and management for the implementation of projects. He was promoted to Assistant General Manager in January 2001, elevated to the position of General Manager in January 2004 and promoted as the Senior General Manager in July 2007. On 1 April 2013, he assumed the position of Chief Operating Officer which includes tendering and proposing for potential projects as well as managing and administering infrastructure projects.
On 1 July 2017, he was promoted to the position of Deputy Chief Executive Officer. He is also a member of PPB's Executive Committee, the decision making authority for the Group.
Chief Operating Officer
Mr. Ng Lean Wu is our Chief Operating Officer for PPC Building Division. He is responsible for the building projects undertaken by the Group and ensuring that all procedures and practices satisfy and meet all quality and contractual requirements.
He holds a Master of Science in Construction Project Management from University of Manchester Institute of Science and Technology in 1990. With about 27 years of working experience in the construction industry, his portfolio includes management and construction of high-rise buildings, office complexes, residential buildings and contract administration.
Mr. Ng Lean Wu joined PPC in November 2000 as Senior Project Manager and was seconded to PPC’s Abu Dhabi Branch Office in the United Arab Emirates from August 2008. He was transferred back to Head Office, Malaysia in July, 2011.
Chief Operating Officer,
Saluran Arena Sdn Bhd
Mr. Tang Yee Thong, is our Chief Operating Officer for Saluran Arena Sdn Bhd, a company under the purview of the Group’s concession arm, Putra Perdana Expressways Sdn Bhd (PPE).
In his current position, he oversees the operations for the company which has notable projects in hand including the SKIP Expressway and the Sg. Korbu Mini Hydro under PPB’s subsidiary Saluran Arena Sdn Bhd. Mr. Tang was promoted to COO from his earlier position in Putra Perdana Construction (PPC), a sister company of PPE, as a General Manager and subsequently promoted to Senior General Manager of PPC.
During his tenure with PPC, he accumulated and gained skills in construction management, project development, co-ordinate design and build projects, energy management and financial management. Mr. Tang has been with PPC for over 19 years.
Mr. Tang has more than 30 years of working experience in the engineering and construction profession with expertise in the area of technical advice. He started his career with Malaysia-Thai Development (MTD) company where he was involved in the remedial works/construction of the East-West Highway.
After four years stint with MTD, he moved on to join PLUS for two years and subsequently to Pernas Construction for another four years before going back to MTD where he was involved in the widening of the KL-Karak Highway from 2 lanes to 6 lanes.
His vast portfolio includes coordinating the design and technical aspect of buildings and infrastructure projects, design development and contract proposals. His earlier days as an engineer have also given him exposure in design and construction of green buildings, high rise buildings and major expressways in the country.
He graduated with a Degree in Civil Engineering from Carleton University, Ottawa, Canada in 1984 and he is a certified Energy Manager as well as a Green Mark Manager and GBI Facilitator.
Deputy Chief Operating Officer
Mr. Seon Yen Kong is the Deputy Chief Operating Officer for Putra Perdana Construction Sdn Bhd (PPC) in charge of building projects.
He holds a Bachelor of Civil Engineering Degree from Universiti Teknologi Malaysia and has over 20 years working experience in the construction industry. His portfolio includes the construction of high-rise buildings, office complexes, residential buildings, mixed commercial properties, a 300-bed private medical centre, university and sports complex.
Mr. Seon Yen Kong joined PPC in January 2007 as a Project Manager and has developed his career with the Company over the years. He was promoted to the position of Senior Project Manager in April 2013 and was elevated to the position of Assistant General Manager in January 2015. He was further promoted to the position of General Manager in January 2016 and subsequently to the position of Senior General Manager on 1st January 2017.
In July 2017, he was promoted to his current position of Deputy Chief Operating Officer.
Senior General Manager
Mr. Chan Ming Lit is our Senior General Manager (Infrastructure Division) in charge of infrastructure projects.
He holds a Bachelor of Engineering Degree from Monash University, Australia and is registered with the Board of Engineers, Malaysia.
He has more than 30 years experience and served in various capacities in the construction industry – engineering consultancy firm, public listed & private construction companies. His job experiences include design, tendering, project planning and implementation, construction supervision and contract administration of building, civil and infrastructure projects.
He joined the Group in July 2008 as a General Manager and promoted to Senior General Manager, Infrastructure Division in January 2014. He is currently responsible for the development, procurement and management of civil and infrastructure projects.
Head of Finance
Cik Norfisah Binti Mohd Ali is the Head of Finance of Putrajaya Perdana Berhad (PPB) Group. She heads the Finance & Accounts Department overseeing the Group’s accounting, finance, tax, operational and corporate matters.
Cik Norfisah is a Chartered Accountant, a member of the Malaysian Institute of Accountants and an associate member of the Chartered Institute of Management Accountants.
She was previously attached with an international firm of Chartered Accountants in Malaysia where she specialised in corporate recovery and consultancy before joining the commercial sector. She left the accounting profession in 1997 and joined PPB Group as an Accountant, overseeing the accounting, finance, sales administration and credit control matters of the Property Development Division.
In 2008 when she was holding the position of Senior Manager, Finance & Accounts, Cik Norfisah was assigned to head the Construction Division’s Finance & Accounts team. She was later promoted to the position of Assistant General Manager, Finance & Accounts in 2014 and subsequently to General Manager, Finance & Accounts in 2016 before she assumed her current position in June 2017. She is also a member of PPB’s Executive Committee, the decision making authority for the Group.
Cik Norfisah has over 25 years of consultancy, finance and accounting experience.
